In order to build the world's largest hydropower station - China Yangtze River Three Gorges Hydropower Station, the Yangtze River Three Gorges will build the world's largest reservoir. Since 2003, the reservoir began water storage, until the 2009 reservoir is completed, the towns, rural, cultural relics along the river will be overwhelmed. The Fengjie County, which is famous for the poetry of the oldest poet Li Bai in ancient China.

The film faithfully recorded in 2002 to ensure the success of the third water storage in the Three Gorges Reservoir, before the water level rose, the whole process of relocation of the old county in the old county. The volunteers of the Military Inn are not allowed to lose their lives, and a Christian church loses the process of faith in the interests of the relocation; and a group of immigrant cadres and a group of urban poor are relocating, dismantling the old city. Contradictory entanglement and painful inner struggle.
